Needless to say, there will be quite a few NPCs the players will come to know and get in contact with. As I flesh them out, you'll probably see them appear here with a short description as to what they are, what they do, and where you'll generally find them in parenthesis. Captain Otter Gormsbee, male human -- (14, 15 & 18) Captain of the Guard around the Universities: He's a little overweight but he has some striking moves, seen basically by senior classmen who get too big for their britches. He's quick to anger, quick to laughter. He doesn't mince words. There is a lot to respect about him, there's also a lot of fear for classmen. He's the one that usually gets students bumped from the University for criminal acts. -- DEAD

Talen Regency Council -- (8) 
Before the Great Catastrophe, there were 44 council members. They meet four times a year. Set prices, attend emergencies, see to the smooth running of the Regency. You'd think with so many, there would be lots of friction and political haggling. This is true to some extent, but the progress, safety and financial success of the Regency is of paramount importance and they all take their jobs seriously. In times of trouble or war, there is the title of Herald of the Regency, who speaks publicly for the Council. There is presently no official Herald.

There are now 23 council members with 5 newcomers to speak for camps.

Bada's Marvelous Potions (29) The shop is a two-story stone-walled building, with carved wooden doors and dwarf-wrought iron furnishings. It appears to be unusually busy. He is somewhat legendary. He's a traveler of the universe. Tales of his cleansing of the Moon are still rumored by nannies in the evening's storytelling.
The story goes that the moon became infested by undead from some unknown source and giving the moon a blood cast. Melindril and his compatriots spent two months on the moon getting rid of the scourge, which was a triggered malfunctioning magic device. Depending on who tells the story is how many and how deep the undead are.
